Abstract

The entire history of the rise, progress and development of advanced countries shows that they have given due consideration and importance to technical education and all their progress owes a lot to the advancement and priority given to technical education. Keeping in view the importance of technical education in this modernized twenty first century’s perspective, the research aimed at investigating the problems and prospects of technical education in the context of Pakistan.

The main objectives of the study were: (i) to highlight the present profile of technical education in Pakistan, (ii) to find out the allocation and utilization of resources for technical education in Pakistan, (iii) to examine the targets set in the policies and their achievements, (iv) to pin point the problems of technical education in Pakistan and their achievements, (iv) to pin point the problems of technical education, (vi) to find out the causes of slow implementation and achievements of target, (vii) to examine the process of releasing funds and its effect on implementation, and (viii) to recommend strategies for the improvement of technical education in Pakistan.

Principals, teachers and students of Govt. polytechnic / colleges of technology, expert of technical education constituted population of this study. A sample of 600 subjects including 40 experts of technical education, 35 principals, 175 teachers and 350 students were selected randomly. In order to probe the problems and prospects of technical education regarding the worth of technical education in Pakistan, its place in society, allocation and utilization of resources and present profile of technical education and job market for technicians two questionnaires ( one for principal, teachers and students of Government polytechnic institutes / Government colleges of technology comprising sixty one items and the second for experts of technical education comprising twenty four items) were developed. Using these questionnaire data were collected from the subjects. Chi – square test was applied as a statistical tool for analyzing the data.

The main results and recommendations of the study were (i) the experts of technical educational planning feel that Objectives of technical education are adequate; planning is effective and need no change immediately. However they expressed that the objectives are not formulated after proper research, policies are not formed according to the objectives, technical education implementers, administrators are not consulted during planning, and education policies are not realistic and achievable, (ii) the experts of technical education viewed that lack of coordination is core cause of problems, (iii) the experts of technical education expressed dissatisfaction over the allocation, release and leakage of fund, (vi) political instability and improper monitoring are the major causes of failure of plans, (v) curricula of technical education should meet the modern industrial needs and it should be at par with international standard, (vii) the sufficient budget should be provided by the Government for development of technical education, (viii) teachers of technical institution should be abreast with modern teaching methodologies, (ix) the institute and industry linkage is necessary for the promotion of technical education, (x) development of Pakistan depends upon quality and advancement of technical education.
