The study aims at reconstruction of the shattered economy of Afghanistan through various socio-economic interventions. The major interventions includes Poverty reduction through micro-economic approach i.e. the Basic Minimum Needs (BMN) also called Basic Development Needs BDN) Approach. The BDN model is based on the survey conducted among Afghan refugees to (I) find out their basic needs and (II) Know the financial requirements essential for poverty reduction.
Afghanistan being in sever crisis for the last 20 years has not conducted the population census. To update the population statistic, projections of year 2000 by World Health Organization. Afghanistan has been used. The details of the population are available in the Annexes of the study. Based on the projected population number of poor are calculated for meeting their financial needs which is Rs.4037 (US$ 64) per family per month. However, it was interesting to note that one-third of a US$ was sufficient to meet the minimum needs of a poor refugee against the World Bank standard of US$ one.
The study suggests that the assistance coming from UN agencies, government, and non-government organizations NGOs may be pooled and used tinder the Micro and Macroeconomic intervention as outlined in the study. The BMN approach may be adopted through interest free refundable loaning to the poor, however a Community Development Fund
(CDF) or service charges shall be established, to ensure the sustainable development and reduce the dependency on the government exchequer in future. The repair and renovation of the large infrastructure, roads, communication buildings, and strengthening the financial institutions may take place under the Macro-economic approach through financial allocation for the different sectors of the economy.
The other innovative approach for reconstruction of the economy recommended in the study is shifting of the existing Private enterprises of Afghan nationals in Pakistan to their own Country. This will add a huge resources and contribute a lot to reconstruction of the economy.
The approach embodies four major benefits (I) Reconstruction of the Afghanistan economy through shift of the resources (capital) (II) shift the trained entrepreneur and Laborers to Afghanistan (III) Provide business expanding opportunities for private Pakistani businessmen and (IV) Provide well established market place for the local laborers.
Analysis of the study shows that peace, security and restoration of confidence of the business community are pre requisites for restoration of the Afghan economy. The study consists of different chapters reveal the historical background, socio economic development, data analysis, conclusion and recommendations. Following is the study plan:
The Chapter I deals with the introduction of the country, economic history and cause of economic deterioration. Chapter 2 highlights the methodology of the study. Chapter 3 is about the review of the available Literature on afghan issues. Chapter 4 accounts for the social structure of the country. Chapter 5 consist of the feature of the economy existed at present, and also highlights the role of Opium as a source of credit in Afghanistan. Chapter 6 deals with the various module of development and also discuses suitability of these modules to the present Afghan situation. Chapter 7 describes the socio-economic development through poverty reduction strategy in Afghanistan. Chapter 8 deals with the three modules of economic restoration. Chapter 9 is related to discussion, conclusion and recommendations of the study.
