Abstract
In Pakistan, like most of the developing countries, broadcasting services are controlled and run by the government. The government owns and operates broadcasting networks in the country all aoone.(Recently, Pakistan Electronic Media Regulatory Authority-Ordinance (PEMRA). 2002 has been promulgated which permits the private sector to establish and operate radio and television stations in the country. However, private broadcasting stations have not yet been established.)

Being an integral part of mass media, television should fulfill the requirements of an independent mass media organization especially serving in a multi-party democratic society like Pakistan. Television can help the society significantly by taking vital part in the process of political socialization and economic development. This can only be achieved if this medium functions independently. However, the only television network in the country, Pakistan Television (PVT), is working under complete control of the government.

The basic objective of this study is to analyze the financial strength of PTV, which may assure autonomy for the Corporation. It is widely assumed that financial viability as a precondition and fundamental to autonomy. It is widely assumed that financial viability is a precondition and fundamental to autonomy. It is a common belief that an organization which receives government grants also brings with it government control in its financial matters along with administrative and political interference which may set the pattern of organization’s financial autonomy. As finance is the most important organ of the system, it mostly organization’s the independence of the whole organization. The concern of present study is to analyze financial resources of PTV for determining the financial independence of the Corporation.

The Constitutional provisions and fules & regulations pertaining to television in particular and electronic media in general have been viewed from the perspective of government media policy in this study. This study also deals with the practices of all the successive governments regarding PTV since its inception and examines the government interference in the affairs of the Corporation.

An important conclusion that emerges form this study is that Pakistan Television Corporation can survive independently without receiving any grant-in-aid from the government, PTV has a great potential to generate sufficient revenues to cover its expenses. In order to achieve the object of autonomy for functioning according to the recognized standards of democracy across the world, hybrid system for Pakistan Television Corporation would be imperative.
