Abstract One of the most important objection educations is the socialization of the individual. School is a social agency, which is entrusted with the task of transmitting the cultural values to the coming generation. Curriculum is such a tool sued by the school to achieve these objectives. Constant effort is needed to make this tool useful and to evaluate its effectiveness. Therefore, revision and improvement in curriculum is necessary for making provision for the challenges and demands of the society. The study was aimed at analyzing the curriculum process and development of a model for secondary level in Pakistan. The major objectives of the study were; a) to explore the exiting process; b) to find out the merits; c) to explore the weaknesses; d) to obtain the opinions of the curriculum expert/teachers; and e) to develop a model of curriculum development for secondary level in Pakistan. The experts working in the Curriculum Wing, Ministry of Education, provincial Bureaus of curriculum, Textbook Boards, Boards of intermediate and secondary Education along with secondary school teaches were included in the population for the analysis purpose. Sixty-seven experts and 2200 teachers were randomly selected as sample of the study from all over the Pakistan. Questionnaires were the main instrument for data collection. Two questionnaires, one for curriculum experts/ subject specialists and the other for secondary school teachers, were developed in order to collect data. The researcher personally traveled to the target areas and also data was collected through contacts. Percentages and chi square were used for statistical treatment of the data. The suggestions made by the respondent were tabulated and calculated. Discussions, conclusions and recommendations were given in the light of analysis of the data. The model was developed on the basis of the findings of the study and was validated by the doctoral committee of the researcher and experts of the curriculum.
