Abstract
The population of the study was the heads of teacher training institutions, teacher educators, heads of secondary schools, secondary school teachers and students. The sample included randomly selected ten heads of teacher training institutions, fifty teacher trainers, eight hundred heads of secondary schools, four thousand secondary school teachers and four thousand students.
